I'll admit people find sea hard, never said otherwise, they don't take the time to learn the sea. Land is something everyone understands as it is in every MMO of this type. Land is just "click on monster", "hit a few buttons", "kill or be killed". Sea is something you have to constantly be thinking about what you are doing. That's why I created my Maint ship guide. Anyone that cares to read it and try to practice the tactics can level fairly fast. Most go to sea for the first time and decide they either like it or not without trying other ships. I was lucky to make a saint for my first character, so I started with the Maint. I have tried every ship type and still believe that Maint is the best.
Some people just want to play land anyways. Just like in Flyff, you could raise your flying skill by fighting flying mobs, but not many did do that. One of the biggest reasons for that though was the fact there were not many flying mobs, they where never a real threat, nor at the time was there a reason. It was easier to level my mage vs my fighter as magic is homing and basically autohit vs having to be facing the correct direction at all times with my fighter, even the auto attack fighting didn't help much in this.
I showed a couple people in my last guild how to use the Maint and where to kill mobs. In the beginning they just wanted me to Plvl them. After they saw how I was killing mobs they started to lvl by themselves. Now that they know what to do they enjoy the sea more and I have to fight them for my normal lvling area.
What would be interesting is to give players that dislike sea a copy of the game Homeworld and see how they react.
Back on to topic:
How would you rank people of the same level? Say two lvl 72/23. To determine the difference you would have to still resort to Total Exp. Thus there would not be a real change.
